Socio-economic development of the region based on the ecology in the article is considered as a strategic resource for innovative changes in regional policy, whose formation is achieved by building an effective structural and investment policy.
     The problem of structural change and investment is in the plane of the development of effective forms of governance, its solution is focused on the optimal ratio of participation in the investment process of public and private institutions in order to achieve sustainable socio-economic development and the implementation of investment policies in the region.
