In article on base of author’s methodic given estimation of effectiveness federal aim program «Reducing of risks and suffering of consequences of emergencies technogenal, native and terroristic character in Russian Federation until 2010 year». Author consider that one of reasons low effectiveness programming activities, directing on creating and function special Emergency management system, is non effective information gathering.
