Article takes up a problematic of innovative development of Russia at national and regional levels in the conditions of globalization. Various approaches to Russia positioning in world innovative system with the account interests of the country and its regions, and tools and government mechanisms are considered. The conclusion that strengthening innovative positions of country and its subjects including in system world relations it is predetermined by the coordinated decision-making both on federal, and on regional levels on all components of the concept of innovative development is drawn.
