Intellectual potential and its role in formation of innovation patterns of economical development of region (on the example of the republic of Tatarstan)

The role of intellectual potential in the conditions of transition of the economy of Russia to innovation type of development is under consideration in this article. The author proved that the intellectual potential of region influences on its economical and social development, gave characteristic of the processes of the involvement of intellectual potential of a region into its business practices. Summarizing the results of analysis of the dynamics of changes in the structure of intellectual potential of the Republic of Tatarstan over the period from 2002 up to 2008 the author drew conclusion about the increase of its general level that is the constraining factor for formation of innovation type of economy.
