The influence of education on the human capital asserts formation: realias, prospects, and threats to the country’s economic security

The transition of the Russian economy to the innovation-based development is mostly determined by the human development, i.e. by the population potential. In its turn, human capital assets which are based on that potential allow (or don’t allow) to learn necessary programmes, to get necessary qualification, experience. Human capital assets also fix the limits and the possibilities of the technical, economic, and social modernization of the society in general. It’s necessary to provide conditions for a more qualitative human capital assets formation domestically, to exclude the “brain drain” and to engage the best experts in our innovation-based development. The absence of the effective policy in the sphere of education and science makes it impossible to shift from the resource-based to the innovation-based development (or the knowledge-based economy) thus due to the natural resources exhaustion and/or the development of alternative energy sources making the country’s economic security vulnerable.
