Research of regional experience in target program planning (for example of Sverdlovskaya region)

The article explores the trends of formation and development of target program planning in the Sverdlovskaya region - on of the largest regions of Russia - during 1995-2010 years. The basic concepts of program approach, types of programs and main requirements for their content are considered. Is described the direction of cooperation between the participant of formation and implementation of target programs. Also summarizing analytical deductions about developing of program approach in the region for fifteen years are presented.
