The article deals with methodological issues of forming and implementing a strategy to counter the threats of terrorism during the XXII Winter Olympics and XI Paralympic Games in Sochi in 2014. Based on the results of the analysis of current terrorist threats, developed recommendations for improving existing mechanisms for preventive control and suggest ways of reforming Russia's national system of combating terrorism.
