The end of bloc confrontation in Europe, the disintegration of the USSR and the world socialist system in late 1980 - early 1990's. led to a fundamental transformation of the European and global security systems. On the background of these changes, the world entered a new and unpredictable period in its development, in which the obvious process of multilateral dialogue between the U.S. and European countries - members of NATO and the European Union accompanied by disagreements over a wide range of issues.
