In connection with the understanding of the need of having independent renewable energy potential in the world, the studies of problems and ways to develop Russian and foreign alternative energy have gained a great urgency. In the present work renewable energy policy in Northern European countries is considered, the difficulties of Russian renewable energy development are determined as well. It is concluded that formation of regional energy policy for energy saving and renewable energy development should take into account the global tendencies to reduce fossil fuel consumption and development of modern renewable energy technologies, as well as the opportunities of the territory under consideration.
