The article considers the condition of regional and local budgets; causes of the low level of financial provision of northern territories, insufficient for fulfillment by the regional and local authorities of their functions are revealed. Recommendations for strengthening the financial basis of regional and municipal budgets and ensuring development of incentives for balanced socio-economic development of northern territories are given.
