In the developed economic conditions actual there are problems purposeful and efficient control development of the multilevel regional systems, providing real improvement of quality and a standard of living of the population living in corresponding territory. The finding of optimum proportions of distribution of powers between regional government levels, and also a combination of centralization and independence of structural elements of the hierarchical regional system is required, allowing to raise efficiency its organizational-administrative functioning.
