The concept of food safety is specified in the article, the necessity of development of agricultural production in Russia with the guaranteed state support together with the system of consumer’s cooperation is proved. Some problems are revealed and some measures on strengthening of the role of consumer’s cooperation in the realization of the food safety doctrine are proved on the basis of the estimation of consumer unions functioning in Northwest region in the sphere of manufacture, purchases and agricultural products processing.
