The strengthened influence of a society on an environment leads to increase of influence of the nature changed by people on development of the society. The given concept mentions all aspects of functioning of a society: politiko-legal, economic, ecological, social, international, informative, etc. the Ecological component demands additional attention and influences as it is connected with a worsening critical condition of an inhabitancy of the person. The attention to the question on an ecological condition of such difficult social and economic systems as cities is especially sharply brought.
