Selecting labor immigrants through points system as a mechanism of human capital accumulation in the region (by the example of Sverdlovsk region)

In modern economy where the human capital gets the special importance, immigrants become one of the important factors of growth and successes in competitive struggle. The article concerns systems of selection of skilled /qualified workers among potential migrants in the countries of classical immigration. Taking into account future demographic changes and the situation which has developed on the regional labor market the author concludes that the introduction of points system for the attraction of labor immigrants will raise efficiency of use of foreign labor in the territory of Sverdlovsk region. It also will promote the growth of economy of the region as a whole, both in short-term, and in long-term prospects.
