Actual task on the condition of lack of budget’s resources of cities is development approaches to creation of new development conditions of cities which organize additional sources of the profit. On the basis of the analysis of progressive strategic management practices in Russian and foreign cities in USA, UK and Germany in the article recommendations for the using adjusted concepts of the urban development on the condition of the globalization are presented, disadvantages of the qualification of Russian strategic management specialists are selected, suggestions for the account in the strategic management city potential and suggestions for the inclusion the city potential in the strategic management process and organizational structure of municipalities are made.
