The article consider the role and place of economic safety in entrepreneurial activity in offshore zones, its structure and also the reasons of offshore usage in Russia. The international experience of offshore usage is conducted, the legislation review in sphere of regulation of entrepreneurial business with use of offshore zones is also conducted.
