Legislative innovations as a way of the formation of new educational strategies

In conditions of economic crisis universities cannot select most capable candidates, and it’s very bad for the quality of education. The executed researches have allowed preparing recommendations which are directed on increase of the competitiveness of higher education institutions. The creation of “the reserve of the free listeners at universities” can advance the decision of problems of higher education, because the most important factors for increasing the quality of education are professor’s qualification and student’s abilities.
