In this paper the attempt is undertaken to ground the absence the development’s limit in the model of “coughing up-development” for new industrial and industrial-developed countries on example of economical development in Japan, China, Russia. In this paper the known managements model of technological innovations are presented within the limits of universally recognized theories of the innovation-(technological) developing and also an (author's) model of creation and control (management) of technological innovations for new industrial and industrial-developed countries in view of well-known theoretical aspects in this field.
