Implementation of russian national interests in term of marine complex’s development

The present work contains some results of the multifactorial analysis of worldwide tendencies in the World ocean use, as well as foreign experience of coastal territories development, and also a current condition of domestic marine activity. The carried out research includes the significant recommendation on the urgency to work out the innovation strategies for development of marine economy. Their base element at federal level will be the complex approach, and on regional one – the cluster policy as the institutional form for marine activities spatial integration.
