The use of SWOT-analysis for designing the strategy of economics development on different levels of administrative hierarchy

The article is devoted to the conditions of working out a scenario of economics development on different levels of administrative hierarchy by means of the major diagnostic procedure SWOT used by consulting firms all over the world. The scenarios given favour carrying out efficient analysis using modern toolkit for getting reliable estimations and determination of the results received. Working out a system of measures and realization of the chosen scenario mechanisms which assume devising special programs, laws, resolutions and step-by-step algorithm of actions revealing possible alternatives, is really necessary.
