Non-uniformity of economic and social development of constituent territories of the Russian Federation is recognised by the State strategy of economic security of the Russian Federation as one of the most probable threats. This non-uniformity implies, in particular, increase in migration (generally out of control) from depressed areas to those with advanced standard of living. From the economic security perspective, industrial potential shall be spread throughout the territory of the country. This inevitably means that numerous people's contingents are coming to national areas, which leads to problems with adaptation of titular ethnic group and newcomers. Analysis of the USSR's experience is topical when solving the above problems, since many current problems throws back to the soviet past. Therefore, any other experience appears to be insufficient and not really admissible.
