The main problem of the formation of entrepreneurial activity in the regions is considered. The relevance of this process is essential for the adaptation and acquisition activity of the population, overcoming the negative consequences of the economic and financial crisis. When considering the current problems of Russian of small businesses are taken into account those that may be regulated not only the state, federal, and regional and municipal authorities.
