Grain intervention: problems and solutions

In article experience of carrying out by the state of grain interventions in 2001-2009 is analyzed. Discrepancy of real practice of grain interventions in Russia, in regions of South federal district to problems of development of the market of grain and support domestic corn-growers is shown. The conclusion is drawn that now carrying out of grain interventions is under the control of the grain traders (speculators) which activity leads to a disbalance in the grain market, to losses as the federal budget, and to losses of corn-growers.
