There are lot of integration and differentiation of the Russian regions. Integration, interaction creates new structures multiregional level. The criterion for the effectiveness of integration is the presence and severity of the integration effect defect. This requires the efforts of the state in conjunction with the terms of the economic development of each region. Of innovation development should build on the possibilities of regions and cluster organization of production.
