In determining the development strategy of the North Caucasus federal district proposed to establish conditions for self-regions in this district, and out-drita mechanisms of development of interregional relations through the establishment of interregional clusters and distributed network systems. Important for the North Caucasus Federal District is building an interregional innovation systems based on network technologies of collective innovation.
