The realization of the Russia’s food Security Doctrine assumes the strengthening of the role of the state in economy regulation. According to this point a simple and objective evaluation of achieved results and further potential in regions is urgent. In this article it is recommended to determine regional contribution into Russia’s food security as ratio between regional segments of food producing and available resources. Two main types of available resources must be taken into account for construction of the regional index of food supply security contribution: the area of agricultural lands and the amount of rural population capable of working. This index application will enable to evaluate objectively the results of regional development and to stimulate these results. All these will raise state regulation efficiency.

Keywords: food security, the Russia’s food Security Doctrine, government regulation of economy, regional index of food supply security contribution
