In modern conditions housing-and-municipal service gradually ceases to be the public blessing and more and more becomes a product of personal (family) consumption, on the one hand. On another, – underestimation of modern and qualitative carrying out of capital repairs can lead to serious consequences and even victims. The state role thus consists in creation of conditions of availability and observance of the social standard of housing-and-municipal service, and also in maintenance of the population with a comfortable and safe inhabitancy. Thereupon the great value gets a choice of ways of management, calculation of cost and a substantiation of necessity of work on available housing capital repairs.
