The paper deals with simulation management-staff in public and municipal administration. The parameters of cybernetic models of control subsystem «Staff», while zana optimal design of a subsystem, allowing forecasting the process of filling the frame and define a key management tool – the formation of a strategic plan for workforce development in public and municipal administration.
