In this article there is an explanation of the necessity of developing strategic plans in Russia and in its regions on the current period. The main directions and approaches for effective governance are presented. The necessity of demand approach instead of supply approach in elaboration strategic regional programmers is allowed. The ways of governance modernization are also presented in this article.
