Dynamics of land use and institutional framework for combating corruption in land relations

This article raises the issue of the complex institutionalized area of land-tenure, which opens opportunities to corruption in one of the most important segments of economy. The author analyses the routes to resolve this problem from the position of the state regulated approach. The article illustrates a structure of land tenure in Moscow, and above all, specifically focuses on the issue of monopolization of land market in Moscow region. The author concludes with the introduction of the notion of the land tenure management on the basis of the moderate centralization. This model not only permits to reduce the amount of corrupt practices, but significantly improve the state of land market in the country.
