Actions of a housing policy are mainly directed exclusively on support of acquisition of habitation to the property. Thus, the norms of the right regulating questions of maintenance of citizens by social habitation are not generated, there is no order of maintenance and classification of social habitation. As a whole, use of this concept is not accompanied by the uniform understood its essence. Moreover, in practice social housing construction provides as habitation granting in hiring, and in the property.
