One of the actual trends in the modernization of the regional construction industry is the increasing role of network communications. Network resources are becoming a new source of competitive advantage, changing not only the system of factors of placement, but also the structure of regional economic space. Formation of regional construction cluster allows to solve not only the local industry problems, but also contributes to a multipolar distribution of growth points across the region, ensuring a uniform and balanced spatial development. In article methodological aspects are specified and the organizational-methodical questions, connected with a substantiation of strategy and the target program (as method of its realization) of creations and development of regional construction cluster, connected with search of mechanisms of a practical embodiment of principles of effective cluster policy, are considered.
