The article talks about the existing model of development of strategic documents in the Republic of Kazakhstan. In this article I tried to fix some problems associated with the model, and proposed reconstruction of the model in order to meet the New Institutional Theory requirements. Reconstruction of the model is very important under current administrative reforms, because it can help fight or mitigate existing financial crisis. The article is based on the premise that only that strategic document (strategy, programme, or plan) will be successful, which takes into consideration interests of various influential groups in the country (business, non-governmental sector) and allows them to have a say and engage in the formulation of strategic documents.
