The theoretical aspects of socio-economic safety are examined, the basic factors of providing of socio-economic safety are determined in a region with high social tension and low level of life of population, basic social problems are analysed in Republic Daghestan and directions of their decision are determined. As basic factor, affecting social stability in Republic Daghestan selected: process of forming of new socio-economic bases of society, built on effective combination of democratic principles and bases of the Daghestan culture; low level of life and crisis of social sphere of Republic Daghestan; contradictions in development of islam in modern society and low level of trust public authorities.
