In modern conditions of an economic crisis for restoration of industrial outputs stimulation of development of enterprise activity and first of all small and average business, as bases of the future economy of Russia is required. In article monitoring social and economic developments of the Russian state in the first half of the year 2009 is carried out, competitive advantages of small and average business in the conditions of crisis are revealed, necessity of cooperation of large and small business is proved.
