Planning of socio-economic development as an element of management system of the region evolution

Throughout the twentieth century economic studies are increasingly collaborating with the society, sociology, psychology research, because the human and social capital gain increasing importance due to the complexity of the economical product. Therefore, the methodology of strategic planning on the basis of which the socio-economic development in the region is controlled needs a systematic approach based on the application of the evolutionary perspective of management and communication planning. It is necessary to take into account both the rapidly changing external and internal factors of socio-economic background and the demographic and ethnic structure of the population, their ethical and historical value, i.e. the culture of the region.
