The paper provides the grounds for the necessity to recreate the bodies of the Federal Treasury. The paper also addresses the stages of establishing and development of the Voronezh Office of the Federal Treasury, the accumulated experience of financial management in Voronezh Region and the efficiency of the managerial measures in strengthening of the budget discipline. The focal point of the paper is the specifics of the treasury practice in 2009 and the possibilities for the improvement of the treasury system in the future.
