Under the condition of the upgrading of the national system of higher education the quality and the list of the educational programs have to meet the requirements of the employers. The graduates of the universities have to be demanded by the business community and the state. In the research carried in 2009 a special attention is paid to the assessment of the profundity of the crisis and the influence of the global financial crisis on the staff requirements of the regional business community.
