The records of isolated consumers in regional energy programmes

Long-range forecast on region energy sector development has been implemented through designing of regional energy programs, forming of which is regulated by correspondent policy of Ministry of Energy of the Russian Federation. The paper deals with the goals which can be achieved by a regional energy program, some causes of ignoring energy consumers who are isolated from overhead lines have been determined and an inadmissibility of such approach has been stated. It is recommended to implement a development block scheme of regional energy programs designing relevant to research areas of economic efficiency of power supply to remote, under-populated and hard-to-reach energy consumers. Blocks of isolated energy consumers have been determined and compared with the blocks of regional energy program.
