A favorable economic situation in global financial markets has allowed Russia for oil and gas revenues to form a financial reserve. However, the Government of Russia has established that the Reserve Fund and National Welfare Fund can be placed in debt in the form of securities of foreign governments, foreign government agencies and central banks, which have a negative impact on Russia's economy.
