The outsourcing concept and possibilities of its application in activities of public authorities

Today there exists a tendency to an extensive use of the outsourcing technology in various sectors of the economy. Public authorities also gradually turn to use the outsourcing technology in their activities. Introduction of the outsourcing technology in the functioning of public authorities is one of the directions of the Concept of the Administrative Reform in the Russian Federation in 2006-2008. In order to achieve success in this sphere several internal and external factors that hamper the application of the outsourcing in the public sector should be considered.
