Methodological approaches to an estimation of a social and economic damage in connection with resettlement of the population from a zone of flooding of hydroelectric power

The article is devoted to the analysis of the existing mechanism of compensation for the socio-economic damage to the population, who are forced to migrate from the flooded area caused by the reservoir of the Boguchanskaya hydroelectric power station. It is suggested to improve the mechanism of reparation of damages owing to compensation of the direct costs and moral damage. In case of the direct costs reparation the irreplaceable losses sustained by the migrating population are taken into account. It is suggested to change the mechanism of granting the habitation to the forced migrants, to increase the entitlement payments as a result of the loss of jobs and property. The author gives recommendations concerning the awarding of the special status to the population migrated from the flooded area.
