The management of our country has made the basic decision on necessity of independent strategy of development through capitalisation of economic riches of the country, including through deep integration into system of world economic relations. It was expressed not only in aspiration independently to define balance of priorities of economic efficiency and national safety. The understanding of became not less important that strategy of development for Russia is not a set of declarations, and association of prospect, will and resources in a concrete organizational-technical format - in the form of large national projects. Thus it is necessary to consider in a complex all national actives as a potential source of incomes through a prism of investment logic.
