In article perspective directions of use of the advanced foreign experience in system engineering of state regulation and stimulation of innovative activity in modern conditions of development of the Russian economy, theoretical and practical mechanisms of management by the innovative sphere, providing various forms of interaction of business, the state and a science are defined. The short characteristic of basic elements of the Russian innovative policy of the state is given.
