In this paper it is shown that one of the world trends of development in knowledge generation is the blurring of boundaries between basic research and innovation. However, because of various institutional arrangements at the regional level, this trend manifests itself in different ways. In this regard, we propose classification of the institutional systems of innovation on the basis of characterizing the degree of integration of education, basic and applied research. The institutional system of innovation in the Krasnodar region is analyzed.
