The economic interests agreement of small-scale business owners and the state as a factor of a stable development of the social-economic system is possible on the basis of social partnership. The main institutional forms of economic interests fulfillment within the bounds of the social partnership are socially-aimed behavior, introduction of the institutes of co-regulation, self-regulation and co-operation. However, the state must consider small-scale business as a rightful partner of the social-economic relations that lead to the mutually profitable results of this partnership.
