In work approaches to formation of is innovative-technological model of development of industrial region are presented. The work basis was made by modern theoretical researches in the field of technological innovations, the direct foreign investments, open innovations. The methodological base of research is based on actual techniques of research of innovative activity of enterprises Eurostat, OECD, the analysis of the statistical data of Federal Agency of the state statistics (Rosstat and Tatarstanstat). Working out of model of is innovative-technological development of region has practical application for an estimation of regional innovative management.
