Scientifically and practically the questions of organising the financing of social and economic problems are studied insufficiently. The "ecologic debt" of the society to the nature increases, nearing the critical level. The article starts from the idea that the progress in the human well-being shouldn't be accompanied with the environment and natural eco-systems degradation.
