The article describes result-oriented budgeting, defines the role of target programmes in the target programme budgeting system. Special attention is paid to contents and progress of priority national projects in Russia. Requirements for the projects implementation are given, as well as their description; project requirements are developed and their transformation to long-term national programmes is contemplated.
