Historical development testifies to recurrent crises in various aspect of the life of the society. The circumstances attending it are called an emergency. The issue of an emergency has always been of particular concern in the Russian Federation. There are a number of external and internal reasons therefore, listed among them there are harsh environment, low population density, fast ageing of fixed assets, inefficient economic mechanisms etc.
